ATTY. BEKİR HALAÇOĞLU

Bekir Halaçoğlu graduated from Marmara University Faculty of Law in 1987. He has been practicing as a self-employed attorney since 1988 and in 1994 he joined Kuveyt Türk as Legal Counselor. During this period, he offered his expertise and experience in banking, interest-free finance and special finance institutions legislation, commercial law, law of obligations, execution and bankruptcy law, financial leasing, and the follow-up and resolution of problems related to pledges and mortgages to the Bank, and provided trainings and seminars on these subjects for the Bank’s personnel. 

Bekir Halaçoğlu left Kuveyt Türk in 2002 and returned to self-employed attorneyship as the founder of our Partnership and is currently the Deputy Chairman of the Board of Directors of our Partnership. 

Bekir Halaçoğlu has actively participated in the regulation of interest-free finance and banking legislation and practices in Türkiye. He has made direct or indirect contributions to the development of products and services offered in interest-free banking and finance in Türkiye. This process, which intensified with the preparation of the Banking Law No. 5411 and related regulations, is still ongoing, and he supported the preparation of the Communiqué on Principles Regarding Lease Certificates and Asset Leasing Companies (Serial: III, No: 43) and took part in VKŞ organizations. He also represented Kuveyt Türk and the Participation Banks Association of Türkiye in the preparation of the Communiqué on Lease Certificates (III-61.1) and contributed to the finalization of the Communiqué. Bekir Halaçoğlu also took part in the writing of the legislation, supervision and legal infrastructure section of the first and important reference source for the sector, titled Living and Developing Participation Banking, published by the PBAT. 

In addition to the general administration of our Partnership, Bekir Halaçoğlu provides legal assistance and consultancy services to the clients of our Partnership in the fields of client relations, consultancy services, interest-free finance, participation banking, international commercial and financial transactions, execution and bankruptcy, financial leasing, participation insurance business, financial institutions and capital markets legislation.
